Spooling of Initial Ribbon for Launch

Launching the first ribbon to GEO for deployment entails spooling the ribbon in such a way that it can survive launch, not get distorted on the spool and deploy smoothly.

1. Definition paper on standard ribbon spooling techniques and compare to what we need
2. Experimental demonstration of a large scale spooling, vibration test and unspooling of a ribbon like that in the baseline
